The Covenant of Mayors brings together European local and regional authorities that voluntarily commit to implementing the European Union’s climate and energy objectives. Signatories commit to making cities decarbonised and resilient and to ensuring citizens have access to secure, sustainable, affordable and renewable energy. Signatories develop an action plan to achieve a minimum 55% reduction in greenhouse gas (GHG) emissions by 2030 and carbon neutrality by 2050, as well as a risk and vulnerability analysis and a climate change adaptation strategy, and measures to ensure a just transition, in particular by combating energy poverty.
ADENE – Agência para a Energia (Energy Agency) is the National Coordinator of the European Union’s Covenant of Mayors for Climate and Energy, reinforcing its contribution to combating climate change and ensuring a more sustainable future through close collaboration with local communities and all national and international partners working with them. Main activities
ADENE, as National Coordinator of the Covenant of Mayors for Climate and Energy, promotes activities such as:

- Training: Organisation and participation in thematic sessions aimed at municipalities, CIM, CCDR, energy agencies, academia or others, addressing topics identified as priorities by municipalities such as the decarbonisation of buildings, mobility, heating and cooling plans, energy poverty, renewable energy communities, among others. The sessions aim to promote the sharing of solutions and good practices, and can be held in person at various locations around the country and/or in webinar format.

- Tools: ADENE develops, together with its network of partners, tools to support the planning, implementation and monitoring of progress in local climate action.

- Events: Annual organisation of a National Meeting with the aim of creating opportunities for dialogue between municipalities and other entities involved in local climate action and enabling the exchange of experiences. ADENE also participates in various national and international events, always highlighting the importance of local climate action and the role of local authorities in national objectives, as well as multi-level collaboration for greater integration of local and national policies, seeking to play a facilitating role in this process.

- Collaboration: As National Coordinator of the Covenant of Mayors in Portugal, ADENE is currently a member and/or partner in several initiatives to promote local climate action, such as:

- Observer member of the Thematic Committee – Sustainable Urban Development (within the scope of PNPOT, National Spatial Planning Policy Programme, Directorate-General for Spatial Planning)
